When was it working ok last?
When did the emergency calls only issue start?
Did anything change on the phone?
E.g. software update, settings changes, factory reset/restore, new phone handset, returned from roaming abroad, etc.?
Have to tried reseating your SIM in case that makes any difference?
Can you try your SIM in another unlocked phone temporarily to see if it works there?
