If you mean that you topped up your cash credit balance by €30 then that's no use.
You need to buy a monthly membership plan in order to be able to use outgoing services.
What does your My48 account dashboard say about your membership plan status and cash credit balance?
What does your Transactions page say about your recent payment(s)?
You might want to read this and the New to 48 FAQs to understand how 48 and monthly membership plans, cash credit, etc. work because it's a little different to some other pay as you go SIM only mobile phone service providers.
