I signed up to a €7.99 plan "for life". But I haven't been given access to 5G on this plan, which seems unfair.
To upgrade to 5G 48.ie is looking to charge me >60% more (€12.99).
My question is around the Ts&Cs if I do upgrade. Does this open the door to start charging me more, or will I simply move to be on €12.99 plan"for life" ?

5G didn't even exist when the €7.99 plan was originally rolled out!
Why would you expect to get 5G on it now?
The terms and conditions explain all the details of all of the plans.
€12.99 for unlimited 5G is still by far the cheapest deal available on the market.

I didn't say I expect 5G!? I was simply wondering what the story is. I figured that when i signed up to 48.ie at €7.99 for life that they'd find a way around it and to start trying to charge me more, which appears to be the case now...

But they're not charging you more.
If you stay on your existing plan you keep paying €7.99.
If you want 5G then you need to switch to the €12.99 plan.
Which is by far the cheapest 5G plan on the market.
Don't really see what the issue is to be honest.

When I look at the Upgrade to €12.99 it appears to be 4G & not 5G!....can someone clarify??

I think that's simply a mistake.
The €12.99 plan comes with unlimited 5G data (when using a compatible 5G phone) in Ireland and 5G data while roaming abroad where available.

Edit: I don't see the same info as you:
