I am at istanbul. My sim is not working. What do I have to do to be able to recieve and make calls with my 48 simcard jn turkey?

You seem to be using an iPhone?

If so then you may need to do this and you may have to be patient and persistent to get it working!

If you manage to get connected then you'll also need cash credit on your account to pay for outgoing and incoming calls and outgoing texts.

Note that data will not work in Turkey.
