What do you mean by "reverse call"?
Do you mean a reverse charges or collect call?
Do such calls exist in this day and age?
Maybe this might help:
Even if some sort of call via the operator is possible you'll still need an active membership plan and possibly cash credit on your account (if the operate number is an international call) in order to be able to make the operator call.

Yes, these (reverse charges/collect) calls exist in this day and age in many contexts. For example, in international personal banking.
I can't call 155 from my account, and I have credit.

Reverse charges/collect calls seem to be a third party service.
