Can you help please? I entered my pin incorrectly and the message Pin Blocked. Contact service provider to unlock device. Emergency Only keeps showing on my phone.

If you enter your PIN incorrectly several (three?) times and block the phone then your PUK should unblock it.
What exactly is happening in your case?
If you need to contact 48 support about this then see the links in my signature below.
You replied to an 8 year old thread which seems a bit strange...

It says the SIM card is PUK locked, I have contacted 48 support, they suggested bringing it to a mobile phone shop. I did this and the phone shop told me that the phone is not blocked, that it's just the SIM. Is it possible to reactivate the SIM?
I was researching the issue last night and found this similar issue from 2017.

If the SIM is blocked/PUK locked then the phone should ask for the PUK to unblock it.
Is the phone not doing that?
If not then that's weird.
What make and model of phone is it?
Can you try the SIM in another phone (might need to be unlocked for use on any network) and see if you get prompted for the PUK there to unblock the SIM?
Otherwise all I can suggest is requesting a replacement SIM.

This is confusing...
> the message Pin Blocked. Contact service provider to unlock device. Emergency Only keeps showing on my phone.
> It says the SIM card is PUK locked
What is the exact verbatim message that appears on the phone?

It's not exactly clear but it sounds like the SIM is blocked and needs the PUK to get it working again but the phone isn't prompting for the PUK.
That's why I suggested trying another phone to see if that prompts for the PUK or to simply order a replacement SIM.
