Phone calls while abroad

I can't make phone calls while abroad.
Every time I try to call someone I get a message "Mobile network is not available. Connect to wireless network to make a call."
Just a month ago I was in Spain and he had no problems. Previously during my travels no problems.
Now in Poland and suddenly can't make a phone call.
My roaming is on, I'm in credit, I have mobile data.
Never happened before and I can't seem to be able to figure it out.
Any ideas?

Maybe try connecting to a different local network in case that helps? 

Can you receive calls, send/receive texts, use mobile data? 

Is it just outgoing calls that don't work? 

Do you have cash credit to cover the calls if they're not calls to Irish numbers?

Just checked everything.
I have enough credit to make calls.
I can't make any calls nor send text messages, also can't receive any calls but I receive text messages.
I have roaming on and I'm using my mobile data.

Sounds odd.

Did you try connecting to a different local network to see if that makes any difference?

I'm after a long chat with an agent, tried all available networks, tried different sim card slots, but nothing seems to be working. I have a headache by now so I'll try fighting it tomorrow again.

Can you try your SIM in another unlocked phone to see if that makes any difference?

I can't think of anything else at this stage unfortunately.
