When was it working correctly for you last?
Did anything change - e.g. phone software update, settings changes, factory reset, new phone, returned from roaming abroad, etc.?
If it says emergency calls only then surely you do have a signal/connection to the 48 network/signal bars?
If you don't then what happens if you do a manual search for networks - can you see and connect to 48?
If you switch off, reseat the SIM, and switch on again does it make any difference?
Can you try the SIM in a different unlocked phone?
