When I put in new sim, it keeps telling me to restart phone and gives my country as Belgium. I am in Ireland

Is the phone unlocked for use on any network?
What is the exact message that you get and when do you get it?
Where exactly is it telling you that your country in Belgium?
Can you get into the system settings?
