Almost certainly this issue:
iPhone abroad issue
You may have to try this several times.
Try toggling airplane mode on and off again and then see if you can immediately "catch" the local network to make the necessary change.
It's down to the stupid way that Apple have iPhones work on certain networks unfortunately.
