I have a credit on my account but I cannot send an MMS message
Why is this
No facility in settings to allowme enable MMS

What exactly do you mean by "credit on my account"?
To be able to send MMS messages on 48 you need...
1. An active membership plan:
https://community.48.ie/t5/The-Knowledge-Base/All-About-Plans-and-Payments/ta-p/53105
2. Cash credit to pay for the messages:
https://48.ie/charges/other-call-charges
3. Your APN settings configured correctly:
International MMS messages cannot be sent - only MMS messages to Irish numbers.
