Are all Refurbed.ie phones unlocked?

I would expect all of their phones to be unlocked/SIM free for use on any network but I can't find anything that clarifies this on the referral page or on their website:

• https://48.ie/need-a-phone
• https://www.refurbed.ie/

However, I would expect that phones available via the 48 referral link to Refurbed would be suitable for use on 48 and, thus, already unlocked for use on any network.
