Usually everyone who has their phone switched off will have see a short delay from when the handset is switched on again, & when texts sent from others in that timeframe, start to come through, same for if a person is out of network coverage.
But, I've not heard this type of issue occur on 48... Use the link below to log a ticket with support to investigate.
