You have to have roaming enabled because 48 is a "virtual" carrier operating on the O2 network.
If you disable roaming then services will not work.
I don't use Viber so don't know how it works but maybe Viber is just warning that you COULD be charged because it thinks you are actually roaming (e.g. abroad or on a network other than your home network)? But in fact you will not be charged anything extra?
Bear in mind that if you send MMS picture/multimedia messages then they cost 30c each charged from your cash credit balance.
If you have no cash credit balance then you can't be charged anything extra anyway.
Having roaming enabled on 48 is essential and doesn't incur any additional costs.
