Where are you getting the message "need to buy more membership"?
What does your online account say about your membership status, expiry date, allowance balances and any next membership(s) stacked and waiting to kick in?
What does your My History page say about recent payments/purchases?

You say "new SIM" - did you get a replacement for some reason?
Did you register it as a replacement and not a new SIM?

When/how exactly are you being told to topup?
What are you trying to do and what is the exact message that you get?
Have you used up your membership allowances or are trying to use a service that is not covered by these? (e.g. international call/text etc.)?
What does your online account say about your membership status, expiry date and allowance balances?
