Unable to send mms to other phones

Why can I not send a mms picture to another phone only an iPhone 4s the same as I have

MMS are 30c per Message to send, (This is not included in any 48 Membership package.)

Can you receive MMS messages?

If not then you also need to configure your internet/MMS APN settings correctly.

Yes I have cash in my account and I can receive mms and my settings are correct

Do you get any error message when sending fails?
I had a situation where I could receive but not send mms messages.
I'd get "service not activated... ".
I had to try two replacement Sims before it worked.

I can send a picture message to another iPhone but I cannot sent a picture message to say a samsung or lg phone my settings are as advised I have money in my account so is there any other thing I can try it just says message failure not sent when I try and send cheers

Are you sure you're not sending pictures via iMessage and not MMS?
