I paid 20e topup the other day before my credit went but I got a text today from 48 saying it has run out already and I have to pay membership. But on my 48 page my topup is still there ? Do I have to pay both topup and membership??

Credit and membership are two different things.
You need membership to use any outgoing services.
If you just topped up your credit balance then that is not sufficient to use outgoing services/
You still need to buy membership - which you can pay for from your credit balance.
