Yes. You just need to use the correct international prefixes and also have enough cash credit on your account to cover the cost (25c per text).

I meant to say that if the person that you're calling is roaming abroad using an Irish mobile then the call is covered by your usual membership or add on texting allowance balance and you call it as normal (no special prefixes).
