Registering replacement sim

Hey, I recieved my replacement micro sim today but when I try to register it on line it gives me the following error everytime I click  " Sorry! You don't have access to this page." So i then just tried to register it as a new sim and it wont let me as when asked for my email address it states that it is already in use.. 

Could you please advise me on the best way to solve this issue.
