This explains how to configure the Android built-in Data Usage settings including data limit, warning level, dates etc.
http://www.tomsguide.com/us/monitor-data-usage-android,news-21226.html
It makes sense to configure these in line with your membership renewal date, data allowance etc. but the final arbiter on these things will be your 48 online account.
There are also plenty of apps for monitoring data usage but I see no point in using them when Android has a built-in tool to do this.
On the other hand apps may have more features etc.
Hope this helps.

Re: support. It was the " Can you provide proof of this " remark that irked me.
Seems like a reasonable question to me to be honest.

What version of Android are you using?
System settings > About phone > Android version (or something similar).

I was looking at your link. I don't have a "data usage cycle" option.
Try switching wifi off.
Make sure that data is on.
Then try again and see if you can change the cycle dates.
If you can then do so.
Then reenable wifi.
If that doesn't help then maybe try this:
Hope this helps.
