my sister has an account and forgets her email and password so she can get the deal again she topped up but she cant buy it

For the moment she could top up by voucher and then text the relevant code to 1745 to buy the relevant membership or add-on:

In the meantime she should probably log a support request to see if 48 can give her access to her account again. This link allows you to log a support request even if you cannot log into your online account:
