What exactly do you have for APN Type?
It should be "*" or "default,mms,supl" just in case you thought it should be literally "* or default,mms,supl".
Can you post screenshots of your settings?
Did you enable data/data roaming?
Are you sure that you have a data allowance (dial *100*8# to get your data allowance balance)?
Did you try the online configurator - try the M8 since the M7 is not listed:

You need data roaming for any services to work as far as I know.
Were you able to make/receive calls and send/receive texts with it disabled?
Ignore the above - I was wrong - calls/texts do seem to work even when data roaming is disabled. I always thought that you had to have it enabled for any service to work but I guess it's just needed for data connection...
It is fine to leave data roaming enabled - it will not incur any extra charges. Some phones will warn (once or constantly) when it is enabled that charges may apply. When on 48 this can be ignored or even disabled somewhere in your settings. See this thread:

Sorry - see my amended post above.
I was wrong about needing data roaming enabled to use any service.
It just needs to be enabled for data.
It's because 48 is a "virtual" carrier operating on the Three network so the phone thinks that it is roaming and, by default, doesn't allow data roaming because normally it could result in higher charges. But not here.
