I am currently abroad in the EU. I have guido membership but my phone does not have service

You seem to be using an iPhone in which case it's probably this issue due to the stupid way that Apple do things.

You may need to be persistent and try that many times.

It may help to switch airplane mode on and then off and then try that reconfiguration quickly.
