The purpose of 48's EU Roaming texts are that they are purchased to be used while Abroad, so in your case, are you currently Abroad?
I'm unclear on the reference to the Italian simple card...can you explain the relevance a little more please?
Have you an active 48 Membership?
If abroad, a membership active, and connected to a local Network, the EU Roaming add on will work...
