I just top up 13 euros to buy a plan. But I still can’t call because it’s telling me my monthly plan has runout.

You'll need to clarify. 

What exactly are you trying to do, what steps are you taking to do it, what happens/goes wrong, any error messages, etc. 

Where and when exactly is it saying that your monthly plan has run out? 

If you need a plan and have added €13 cash credit to your account then you still need to buy a plan and use the cash credit to pay for it: 

Just having cash credit on your account doesn't give you a membership plan. 

When did you last successfully buy a membership plan?
