That doesn't really make any sense.
Why swap the numbers when you can just swap the SIMs?
What exactly are you trying to do here?

That still doesn't explain why you can't just swap the SIMs between the two devices.
All 48 SIMs can support 4G or 5G.
5G is available if you buy the €12.99 membership plan and have a 5G capable device.
Otherwise 4G is what you get with a 4G capable device.
Please explain why you think that you can't just swap the SIMs between the two devices.
Did you ask 48 support if they can swap the numbers (even if that still makes no sense to me)?
