UK/Germany roaming problems - how to contact support?

I have travelled to the UK and Germany. Whenever ending flight mode, my 48 Sim card is doing restarts constantly until I turn it off.
I have tried everything inthe troubleshooting guide.
How can I contact 48, phone or messenger? If I dial 1740 I get the message that I am not allowed to call!!

1740 is not a number for calling 48 so I don't know where you're getting that from. 

Edit: oh, seems to be some eir number for topping up so obviously absolutely nothing to do with 48:
