membership unavailable

Hello, the service for membership is unavailable... I've just received my sim card and I have no idea what to do. 

I tried to top up to see if it worked but it didn't, my money was taken though, but nothing is working...

With 48 you need a membership each month to be able to use services. Merely topping up your cash credit balance isn't enough like it is on other pay as you go networks.
