Are you sure that you're using a different email address to your own (assuming that you're already a 48 user yourself)?
And that you're logged out of your own account when trying to order additional SIMs?
Every 48 account/SIM requires a different email address/login.
Unlike some other mobile providers 48 don't support group/family accounts where more than one SIM/subscription can be managed under a single login.
