I changed sim card 5 days ago. It's still not activated. I can't even top up.

What exactly do you mean by "I changed SIM card"?

Do you mean that you got a replacement SIM?

Or did you get a brand new SIM?

Did you follow the SIM activation instructions for the replacement or new SIM without any errors?

What exactly are the symptoms of the problem? 

What happens when you try to buy a membership plan? 

Any error messages?
