What happens?
Any error messages?
Did you activate your SIM and buy a membership plan?

Does your My48 account Dashboard list an active membership plan?
Is you phone unlocked for use on any network?
If not then you'll need to get it unlocked first.
If it is then if you do a manual search for networks can you see and connect to 48?
If not what happens?
