I am having difficulty using my hotspot since waiting over to 48. My phone isn’t showing up for a hotspot

Is it an iPhone by any chance? 

If so then see here - the section titled "A note about personal hotspot setup on iPhones":

Make sure that your APN settings are configured correctly first and mobile data is working for browsing and connected apps:
