Do you think 48 should match Gogo data allowance. Might stop people moving as I am thinking of.

I presume you mean GoMo?
Nothing so far indicates that 48 are changing the membership allowances in light of the addition of GoMo to the market.
You might want to ask 48 support if they know anything more.
