What exactly do you mean?
Chromecast uses wifi.
Do you mean connecting your Chromecast via wifi to your phone as a personal hotspot?
Two issues are (a) how much content will you be streaming and will your data allowance be enough - only you can measure this and (b) carrier data access will probably be slower than regular broadband so it may not work greate for streaming media content.
All I can suggest is that you configure your personal hotspot and connect your Chromecast to it and see how it goes.
You might also want to use an app or the phone's built in utility (if applicable) to measure your data usage to see how quickly you are likely to use up your allowance.
You can always buy data add-ons if necessary but I suspect that Chromecast will only work best with a wifi connection to a fast "regular" broadband connection (e.g. ADSL, cable etc.).
