Hi, it wont let me set up my personal hotspot, it said I need to contact the carrier

Are you using an iPhone by any chance?
If so then see the section titled "A note about personal hotspot setup on iPhones" here:
If that doesn't help then you'll need to contact 48 support for further assistance.
