Having followed the instructions to connect,the problem is the 'A "Refreshing SIM data" prompt will appear and should have connected to roaming network', is not appearing.

Thank you for your prompt response. Based on your answer and what I have already tried, looks like best bet is to contact 48 support

Is it a Samsung Galaxy phone by any chance?
Constant "refreshing SIM data" messages is a common annoying issue with Samsung Galaxy phones, not just on 48 but all around the world.
And Samsung never seem to offer much help to their customers to explain or fix the issue when it happens.
If you Google you'll see this issue crop up again and again on the Samsung support forums and elsewhere.
