I want to send an MMS on my iPhone 11. Everything I Google says to enable MMS under Settings->Messages->MMS. I don’t have this setting. Suggestion online if you don’t have access to this setting the provider doesn’t support MMS, but further searches indicate that MMS is not part of the package but if you have credit you can send MMS for 30c per MMS. I have credit! Any ideas?

Are your APN settings configured correctly?
Is mobile data working ok for you?

If you can't access/configure the MMS settings because the relevant Phone/iOS settings are not showing then it may be some iPhone/iOS issue that you'll need to contact Apple support about.
Once you have an active membership plan, your mobile data/MMS APN settings are configured correctly, and you have cash credit on your account to pay for sending MMS messages then you should be able to send/receive them.
