You need to contact 48 support about this to see if they can reactivate your account.

However if you haven't bought membership for 18 months then I would have expected your account to have been deleted and not just deactivated/suspended.
See sections 7 and 8 of the terms and conditions.
If you want to get set up completely afresh on 48 then register using a different email address, order a SIM, activate it etc.
