See here for how to obtain a replacement SIM linked to your existing 48 account, phone number, membership etc.
These days your contacts are usually stored not on the SIM but on your phone and usually backed up to your Google/Android or Apple/iPhone/iCloud cloud account and should be backed up there from where they can be restored.
If you did not back them up to the cloud then you will most likely have to collate and enter them into your new phone again.
If you did store any contacts on your SIM then they will not appear on the replacement SIM.
