What exactly do you mean by "block my phone full network", "block my number", and "shut the phone off and on from my phone"?

Restricting access to specific services is most likely something that can only be done using the phone's security, accessibility, or other settings or maybe using a third party app and not something that 48 can enforce.
If you're using an iPhone then maybe something like Guided Access is what you need?
