Im looking to change my phone. When I insert my 48mobile sim into the new phone, I get an unregistered on network error. Ive tried unlocking with the PIN from the original sim packaging and then entering the PUK after three . failures. Everytime I get a failed to activate error. I pop the sim back into the old phone and everything is fine. Do I need to take some steps to register on the new phone ?

Are you sure that the phone is unlocked for use on any network?
What make and model is it?
If it's an iPhone and unlocked for use on any network then you may still need to add €1 cash credit to your account so that the stupid Apple iPhone activation process can silently send an SMS message to a UK activation server to get set up on the network. (I don't know why Apple insist on this palaver and don't explain it clearly to users but that just the way that it is....).
What are the verbatim messages that you get on the phone when trying to get the SIM working in it?
If the PIN on the packaging isn't unlocking it then see here:
You can change your PIN or disable SIM PIN locking if you want to.
If you need to contact 48 support about this then see the links in my signature below.

Sounds like the phone is locked to another network.
That's normally what "Network unlock request unsuccessful" indicates.
Obviously it'll been to be unlocked for use on 48.
You'll probably need to check with the seller.
Where did you buy it?
Hopefully from a reputable seller?
