Just don't leave any cash credit on your account.
If you don't have cash credit then you can't make international calls (other than Northern Ireland landlines carried using the 048 prefix which are covered by membership/add-on call minutes).
If you're worried about others making calls using your phone then enable phone locking in your security settings?
