I presume that you mean that you're trying to use some service that uses two factor authentication and sends a security code by text message that you use to confirm the action but you're not receiving these messages so can't proceed?

A few people have reported similar problems in the past - e.g.:

You'll probably have to contact 48 support and/or the third party service provider for assistance with this issue.
