i bought a samsung phone and i can receive pics but cant send them do i have the wrong settings thanks

Do you have enough credit on your account balance? MMS/picture messages cost 30c per message out of your account credit balance and are not included with membership or add-ons.

 

If that's not the problem then I had a weird one which was only sorted by getting a (second) replacement SIM in case that's of any relevance here:
