Try switching off, taking the SIM out, cleaning it gently, reinserting it and powering on again.
Can you manually scan for networks and manually connect to 48?

Hi, I also have the same problem with a Samsung Galaxy Ace 3. Same message pops up "Refreshing Sim Data" and I can't receive calls. Emergency Calls Only Allowed.
This is the second time this has happened with me and last time I had to get a new sim card in the end.
Will I have to do the same again this time?

Seems to be a common problem with Samsung Galaxy phones.

Sorry forgot to say in the first post that I went through that process as well but didn't solve the problem. Also data roaming is switched on yet the R symbol beside the coverage signal does not appear. When I search for available networks, 48 does not appear on the list with the other networks.

You should probably contact 48 support so.
You may need another replacement SIM.
No idea why this happens to be honest.
