I did cut a small bit of the chip on the SIM card but everything else working so I doubt it's that.

Can you receive messages?
If you can't receive or send messages then a likely cause is that your SMSC is not configured correctly:
Usually the SIM sets this automatically though.
You seem to be using an iPhone?
If so there may be other causes - e.g. are you using iMessage and need to activate it?
