In some (or all?) cases iPhones also need an additional activation step.

On 48 (or any other (virtual?) carrier not automatically recognized by Apple?) This requires a UK SMS text to be sent which costs 25c.
Try adding a small amount of cash credit to your account (e.g. €1) then power your iPhone off and on again and see if that helps.
If not you may need to sync with iTunes to perform this activation step.

Once your phone is working (you can make/receive calls and send/receive texts) you may also need to configure your internet/APN settings if you want to use a carrier data/internet connection when not on wif:

Do you mean that you breached the fair usage limits and got barred?
If so you need to wait until the end of your current membership and then contact 48 support asking them to lift the ban.
