I can't send mms messages I have all the settings configured right and cellular data enabled have €10 credit and a plan I can recive them fine but can't send them I have called apple and still no luck have full bars

I can't send mms to android or Apple phone but I can recive them fine if I send a picture to someone it loads to about 90% and says '' not delivered '' I have the cellular setting right and I'm sure it is not iMessage
I have a iPhone 4s running IOS 8.3

Sorry - I was reading the forum on a mobile device and though that your last post was from another poster.

Since nothing so far has helped, Apple have not been able to help you (?) I would suggest that you contact 48 support.

I myself cannot think of anything else.
