I have a new unlocked iPhone. I activated sim with 48 and have membership but getting above error when I try to use phone.

Might be that the iPhone needs activation.
This process automatically sends a UK SMS which costs 25c.
Try putting some cash credit on your account to cover this cost.
Then switch off & on and wait a bit out sync with iTunes.
