hey am told by 48 that there is no APN settings for htc desire 310. what do i do

Try the online configurator. The 310 is not listed but maybe try this:

Or else another similar model:

If that doesn't work then download the Tweakker APN app from the Google Play Store over wifi and run it and it should configure your settings correctly.

Make sure that data roaming is enabled.
